The first phase of Egypt’s parliamentary elections is being held in 14 governorates

According to the Sedaye Sama News Agency, The number of eligible voters (registered voters) in Egypt’s 2025 parliamentary elections is estimated at about 69.3 million, according to data released by the National Election Authority (NEA). This figure includes Egyptian citizens aged 18 and above who are officially registered on the electoral rolls.

The first phase of the elections is taking place on November 10 and 11, 2025 (today and tomorrow), from 9 a.m. to 9 p.m., across 14 governorates, including Alexandria, Giza, Fayoum, Beni Suef, Minya, Assiut, New Valley, Sohag, Qena, Luxor, Aswan, Red Sea, Beheira, and Matrouh.

The second phase will be held on November 24 and 25, 2025, in the remaining 13 governorates, including Cairo, Damietta, and others.
If no party list secures more than 50% of the votes in certain districts, runoff elections will be held on December 3 and 4, 2025.

Egypt’s House of Representatives consists of 596 seats, of which 568 are elected through public voting (individual and party-list systems), while 28 members are appointed by the President. At least 25% of the seats (approximately 149) are reserved for women.

A total of 2,826 candidates are competing nationwide (including both individual candidates and party-list nominees).
Among them, 2,597 individual candidates are contesting 284 seats1,281 in the first phase and 1,316 in the second.

Competition varies by district: in individual districts, candidates compete directly for a limited number of seats (1 to 4 per district), while in party-list constituencies, the winning list takes all the seats in that district.

Overseas voting took place on November 7 and 8, and the final results are expected to be announced by December 25, 2025.
The elections are being held amid criticism that they lack genuine political competition and take place in the absence of active political parties, with low voter turnout expected, similar to the previous parliamentary election.
