Customs Must Clarify Whether the Way Has Been Opened for Importing Luxury Mobile Phones

According to the Sedaye Sama News Agency (sedayesama.ir), while commercial imports of mobile phones valued at more than $400 have effectively been banned due to restrictions on import order registration, Iran Customs Administration’s valuation system has recorded the iPhone 18 series in its TSC database. This has raised questions about the regulations governing the entry of these luxury phones into the country and the need for greater transparency.

According to information listed in the customs valuation system, the iPhone 18 Pro Max with 1TB of storage has been valued at $2,236. The 256GB version of the iPhone 18 Pro Max has been valued at $1,755, while the 512GB version has been valued at $1,837.

These phones have been assigned customs values at a time when commercial imports of mobile phones valued at more than $600 are prohibited. Therefore, clarifying the basis for these valuations and how they relate to current import regulations—particularly the ban on commercial imports of high-value mobile phones—is important.

Conflicting Import Policies Amid Foreign Exchange Market Conditions?

The issue is particularly significant given that, recently, amid volatility in the foreign exchange market, the President ordered a halt to the entry of high-value vehicles belonging to Iranians living abroad, despite this process having been permitted until the end of the year and import orders having already been registered. The decision was made in response to foreign exchange market conditions.

Under these circumstances, Iran Customs Administration is expected to explain the basis for listing the iPhone 18 series in its TSC database, the regulations governing the entry of these phones, and how the ban on commercial imports of mobile phones valued at more than $600 is being enforced.

It should also be clarified whether recording the customs values of these phones is solely intended to establish a basis for customs valuation or whether it means that clearance is now possible under existing import procedures. After all, the registration of a customs value does not, in itself, mean that importing the product is legally permitted.
